Ha sido asesor de la Comisión Europea, presidente del Grupo de Expertos en Servicios Financieros (FIN-USE) y asesor jurídico del Servicio de Compensación y Liquidación de Valores (Iberclear). <br /> <br /> Es doctor en Derecho y licenciado en Derecho y Ciencias Económicas por la Universidad Autónoma de Madrid, autor de diversas publicaciones sobre regulación del mercado de valores. He has also worked as international advisor, participating in projects for the Word bank and Inter-American Development Bank. <br /> <br /> He is a Professor of Banking and Securities Law at the Universidad Carlos III of Madrid. He holds a Ph.D. in Banking Law, a master in Company and Bankruptcy Law, and degrees in Law and Economics. Previously, he was the legal advisor of the Spanish Central Securities Depository (SCLV/Iberclear).
